Notice: Montague Curbside Trash & Recycling RFP Q&A Now Posted
Responses to all questions received for the Montague Curbside Trash & Recycling RFQ are now posted as a bid document and appear below:
1. Can we bid this as single stream vs dual stream? If not, when does the dual stream processing agreement end with the Springfield MRF?
Answer: Dual stream recycling collection is the required proposal. Single stream recycling collection may be submitted as an “Alternate Proposal.” The Town is not obligated to review and/or accept an alternate proposal. See page 8 of the trash bid narrative document. The current contract with the Springfield MRF ends on 6/30/2025. It is expected to be extended for an additional five years until 6/30/2030.
2. Will the Town consider utilizing carts in an automated style collection and capturing PAYT participation by way of varying size carts?
Automated collection using carts as described may be submitted as an “Alternate Proposal.” The Town is not obligated to review and/or accept an alternate proposal. See page 8 of the trash bid narrative document.
3. Will the Town accept an “alternate only” bid?
No. Page 8 of the trash bid narrative document lists the “Required Proposal” specifications.
4. Will the Town allow for a longer contract term (longer than 3 years) as to better amortize equipment costs?
The specifications are for a three-year term with the possibility of a two-year extension. A Town Meeting vote would be required to directly grant a term of greater than three years and such a vote was not pursued or taken in preparation for this contract. Note that the Town has historically opted-in to extension agreements for curbside collection services.
5. What is the contract term for the dual stream recyclable contract with the Springfield MRF?
The current contract with the Springfield MRF ends on 6/30/2025. It is expected to be extended for an additional five years until 6/30/2030.
6. Where is the Town’s current MSW disposal location?
The current disposal location is McNamara Transfer Station in Springfield.
7. What is the current tip for MSW disposal?
$92.74/ton
8. What is the MSW tip fee going to be for FY24?
Per current contract, disposal rates are adjusted annually by the May release of the 12 months’ trailing average CPI Index for Water, Sewer & Trash.
9. How many residents currently qualify for the “disabled resident” service?
The Town does not currently have anyone in this status, it is a new provision that would be used in response to ADA requests for assistance.
10. Please provide the bid results from the last time the contract was put out to bid.
The Town has not bid out its curbside collection since 2007.
11. What is the Town currently paying on a monthly or annual basis for the contract services?
$30,450/month. This includes recycling service ($8,247.33), pick up service ($20,152.57), administrative fee ($5.95) and fuel recovery fee ($2,044.15)
12. Is there a requirement for collection vehicles to be of a certain age or newer?
The RFP does not specify a specific age for collection vehicles. The Operational Plan requires a list of vehicles and the age of each. This will be considered as part of the evaluation of the Operational Plan.
