Joint 401 & 404 Application for the North Leverett Road over the Sawmill River Bridge Replacement Project

The Massachusetts Department of Transportation Highway Division (MassDOT), in conjunction with the Town of Montague, is submitting a courtesy copy of a 401 Water Quality Certification (WQC) application for the bridge replacement project on North Leverett Road over Sawmill River in Montague, MA. As a bridge replacement project of MassDOT, the project qualifies for the Bridge Exemption under the 2014 Transportation Bond Bill and is therefore not subject to state permitting such as the Massachusetts Wetlands Protection Act, Chapter 91, or the Massachusetts Environmental Policy Act.

Due to the proposed bridge replacement as well as installation of revetment along the existing riverbanks, approximately 5,557 Square Feet of the Sawmill River (WOTUS) will be impacted. The majority of the impacts are due to the proposed rip rap revetment along the northeast and southwest riverbanks. Of the 5,557 Square Feet of impacts, 4,289 Square Feet is permanent and 1,268 Square Feet is temporary. The dredging volume associated with the project is 804 Cubic Yards. Most of the dredging is due to installation of the revetment. Additionally, there is 37 Linear Feet of temporary and 346 Linear Feet of permanent Bank impacts. There are no impacts to Bordering Vegetated Wetlands proposed.

A public notice will be posted in the Greenfield Recorder on September 2, 2026. A public notice will also be published in the Environmental Monitor on September 9, 2026. The public comment period will end 21-days from the second public notice. Although the project is exempt from the Wetlands Protection Act, every attempt will be made to keep the Conservation Commission apprised of the status of the Project as it enters its construction phase.
